Diseño de un sistema de seguridad y salud ocupacional para minimizar accidentes y enfermedades de los trabajadores del área de servicios generales del Hospital Regional Cajamarca

Abstract

El trabajo de investigación presentado a continuación se debe a las observaciones de una realidad poco favorable en la ciudad de Cajamarca. Dicha problemática se basa en la falta de implementación de un sistema de Seguridad y Salud en el Trabajo en los Servicios Generales del Hospital Regional de Cajamarca, poniendo en riesgo la salud física e integridad de los trabajadores. Es así, que el estado Peruano creó la ley N°29783, para tratar de resolver este problema y buscar una mejor relación laboral. La ley N° 29783 manda que cada sector debe tener contar con un Plan anual de seguridad y salud en el trabajo, reglamento Interno, Registros, entre otros requisitos; caso contrario, los sectores que no cumplan sufrirían sanciones económicas y legales. El presente estudio tiene como objetivo general realizar el diseño de un sistema de Seguridad y Salud en el Trabajo para minimizar accidentes y enfermedades en los trabajadores de Servicios Generales del Hospital Regional de Cajamarca, para el cumplimiento de la ley N° 29783. Ya que en la Institución se cuenta con Algunas deficiencias en el manejo de accidentes y enfermedades laborales, las cuales son perjudiciales para trabajadores, tanto como para la institución y también a las familias de los trabajadores afectados. La seguridad es un factor Importante, pues evitando accidentes no sólo se evita la pérdida de vidas humanas sino que también los costos que éstos implican. En el instante que ocurre un accidente, se da un paro de actividades, esto genera un daño, pérdida del equipo o maquinaria, además del adecuado servicio que brinda la institución. Para lograr el diseño de un Sistema de Seguridad y Salud en el Trabajo, se realizará a partir de un diagnóstico situacional; para esto se iniciará con un interrogatorio general que incluya de manera muy puntual, los antecedentes laborales y riesgos de trabajo existentes, se revisará cuadros estadísticos sobre accidentes pasados con consecuencias leves, graves o muy graves. Para Iniciar el diseño de la propuesta Se utiliza una herramienta nombrada “Diagnóstico de Línea Base”, lo cual, nos ayuda a identificar el nivel de cumplimiento de los parámetros en relación a Seguridad y Salud en el Trabajo de la Institución y depende a ello, se toman las medidas de control necesarias. El diseño del sistema de Salud Ocupacional será adaptable en su aplicación y permitirá una disminución en los accidentes de Trabajo, creando así, un eficiente rendimiento en el área de trabajo y fomentando la cultura de seguridad en el sector salud. Esta cultura se llevará a cabo proporcionando una capacidad continua al personal, dando a conocer la importancia que tiene el cumplimiento de las normas de trabajo.

Finalmente se logró cumplir con lo propuesto en el presente estudio, se realizó el diagnóstico de las condiciones actuales en los servicios Generales del Hospital Regional de Cajamarca, de acuerdo al diagnóstico de línea base se concluyó un sistema deficiente con 15%, por ende, se realizó el correcto diseño del sistema de seguridad y salud en el Trabajo, y posteriormente en el análisis económico se demostró que el beneficio es mayor al costo. Se recomienda a la Institución hacer la implementación y seguimiento del diseño de sistema de seguridad y salud en el trabajo propuesto en el presente estudio, ya que este sistema tendrá un impacto positivo en todos los aspectos.

The following investigation work presented is due to the observations of a little favorable reality in the Cajamarca city. Said problematic is base on the lack of implements of Safety and Health Sistem in the General Services of the Regional Hospital of Cajamarca, risking the physical health and the workers integrity. So, the Peruvian state create the law N° 29783, trying to solve this problem and look for a better labor relation.

The law N° 29783 order that each sector should count with plan of Safety and Health Sistem in the Work a year, internal regulation, registers, between others requirements; contary case, the sectors that not obey the job, would suffer economic and legals sanctions.

The present study has as a general objetive execute the design of a Security and Health system in the Work to minimize accidents and diseases in the workers of General Services of Regional Hospital of Cajamarca, for compliance of the law N° 29783.

The security is an important factor, because avoiding accidents, not only avoid the loss humans lifes, but also the expenses that these imply. In the moment that an accident happens, the activities has to stop, and this generates a damage, also generate the lost of equipments, In addition the adequate service that the institution gives.

To achieve a design of a Safety and Health System in the Work, It execute from a situational diagnosis; for this, it starts with a general interrogation that include of very punctual way, the precedent labors and occupational risk, it check the statistical pictures about past accidents with light consequences, seriously or very seriously.

To start the design of the proposal, it use a tool called: “Diagnosis of Base Line”, so this help us to identify the performance level’s of the parameters in relation with the Safety and Health in the Work of the institution and it depens of that, The necessary measures of control are taken.

Exactly; the design contains minimal parameters established by law, in the chapter number 4, The proposal designs itself in base to the institution's own needs, achieving counting on an internal regulations, personal protection equipments to use, the necessary records and trainings for an adequate Safety and Health System in the Work.

The design sistem of Occupational Health will be adaptable in its application and will permit a decrease of the industrial accidents, creating in that way, an efficient performance in the working área and promoting the culture of safety in the health sector, achieving avoiding sanctions for not obey the law, which verifies in the economic analysis of the present study.

Finally, it is possible to fulfill what was proposed in the present study, the diagnosis of the current conditions in the General Services of Regional Hospital of Cajamarca, According to the base line diagnosis, it can be concluded with a deficient system with 15%, therefore, the correct design of the occupational health and safety system was carried out, and then in the economic analysis it was shown that the benefit is greater than the cost.

The Institution is recommended to implement and monitor the design of the safety and health at work system proposed in the present study, since this system will have a positive impact in all aspects.
