Perspectiva de la comunidad local de Chilete ante la posible reanudación de las actividades extractivas en Mina Paredones, con el fin de identificar futuros conflictos Socioambientales Cajamarca 2018

Abstract

RESUMEN En la presente investigación conoceremos y analizaremos la perspectiva de los pobladores del Distrito de Chilete ante el posible caso de que se reanuden las actividades extractivas en mina Paredones con el fin de poder identificar las posibles causas por las cuales se podrían generar futuros conflictos socioambientales. Asimismo, identificar los motivos por los cuales estarían a favor y/o en contra y cuáles serían las demandas que exigirían en caso alguna empresa decidiera hacer realidad el inicio de estas actividades extractivas. Esto, con el objetivo de poder brindar una base de datos reales y significativos que ayuden a la futura empresa minera en la toma de sus decisiones y en especial en la planificación de sus estrategias, de tal manera que se logre evitar futuros conflictos socioambientales. Para ello dividiremos el trabajo en tres partes: teórica, práctica y resultados. En la parte teórica se profundizó el tema de la perspectiva y los conflictos sociales, en especial de lo relacionado al sector minero. Se conoció la definición de cada termino, la etapa de los conflictos, sus actores, etc. Hasta llegar al tema minero donde estudiamos los tres actores involucrados en los conflictos mineros que son: el Estado, la comunidad y las empresas mineras. Finalmente, se reforzaron estos conceptos con cuadros estadísticos extraídos del último informe de los conflictos sociales en Perú emitido por la Defensoría del Pueblo en el mes de marzo. La parte práctica consistió en realizar una encuesta a los pobladores del distrito de Chilete con el fin de conocer la perspectiva de cada uno de los pobladores ante el posible caso de que se decidiera reanudar las actividades extractivas en mina Paredones. Es importante aclarar que las comunidades influenciadas por las actividades y acciones de la mina Paredones son varias, y que para este trabajo solo se tuvo en cuenta la comunidad local de Chilete, ya que consideramos que es la comunidad más cercana al proyecto minero. Es por ello que la fuente principal de esta investigación fue la misma comunidad. La encuesta que se realizó fue voluntaria y anónima, y constó de cuatro preguntas generales dos para rellenar y dos para marcar (Anexo N°1). Una vez realizada la encuesta y la recolección de datos pasamos a la tercera parte de la investigación que son los resultados; en la cual se plasmó la base de datos en el programa Excel y se realizaron los gráficos estadísticos representativos que nos permitieron realizar la interpretación de los resultados más relevantes de la investigación. De manera general obtuvimos dos grupos de resultados, los que estuvieron a favor y los que estuvieron en contra; donde los resultados obtenidos mostraron que solo el 47.3% estaría a favor de la reanudación de las actividades extractivas en mina Paredones y que la diferencia, es decir el 52.7%, en contra de este proyecto.

ABSTRACT In the present investigation we will know and analyze the perspective of the residents of the District of Chilete in the event that the extractive activities in the Paredones mine are resumed in order to identify the possible causes of future socio-environmental conflicts. Also, identify the reasons why you are in favor and against the demands they would demand in the event that the company decided to make the start of these extractive activities a reality. This, with the aim of being able to provide a real and significant database that will help the future mining company in making its decisions and especially in the planning of its strategies, in such a way that social conflicts can be avoided. To do this, divide the work into three parts: theoretical, practical and results. In the theoretical part, the topic of perspective and social conflicts was deepened, especially in relation to the mining sector. The definition of each term was known, the stage of conflicts, its actors, etc. Up to the mining issue where we study the three actors involved in mining conflicts that are: the State, the community and mining companies. Finally, he reformed these concepts with statistical tables taken from the last report on social conflicts in Peru issued by the Ombudsman's Office in March. The practical part consisted of carrying out a survey to the residents of the district of Chilete in order to know the perspective of each of the villagers before the possible case that they decided to resume extractive activities in the Paredones mine. It is important to clarify that the communities influenced by the activities and actions of the Paredones mine are several, and that for this work only the local community of Chilete will be taken into account, since we consider that it is the community closest to the mining project. That is why the main source of this research is the community itself. The survey that was conducted was voluntary and anonymous, and consisted of four general questions for verification and two for marking (Annex N ° 1). Once the survey and the collection of past data are made to the third part of the investigation, which are the results; in which the database was created in the Excel program and representative statistical graphs were made that allowed us to interpret the most relevant results of the research. In general, we obtained two groups of results, those that were in favor and those that were against; where the obtained results showed that only 47.3% would be in favor of the resumption of extractive activities in Paredones mine and that the difference, that is to say 52.7%, against this project.
